I have the same problem now, cropped up in the past week. I have the entitlements for Outgoing Network Connections, multicast, and custom network protocol. And I have put the text in the local network usage description. The privacy permission show up on my Mac System Settings / Local Network as turned on. This all worked until sometime in the past week, was there a Sequoia update which occurred?
