I'm having similar issues. It's very strange, I cannot use data with Safari, Google search app, Spotify, YouTube, and many more, however Instagram works fine. It's so random. Because of the data limitations I don't know how I'm going to be able to download a new iOS with bug fixes. I tried Network reset, and Factory reset but could not sign-out of Find My, as many have mentioned before.
