Have you found any workaround/solution? I had a similar issue with an iPhone 11 Pro Max (see my case: [https://developer.apple.com/forums/thread/721167)).

Good and Bad News: The good news is that without any other actions by me the last attempt to enable developer mode was successful. The bad news is that I do not know how this has been resolved..!
