Hi, the screenshots all show values relative to street elevation, which is shown at the bottom. So for example in IMG_0003.PNG, street elevation is 21ft and the Core Location value is 3ft above street so it's indeed reporting about 24ft.

We seem to be having the same issue. I can't get anything in iOS 18.3.1 to work where it certainly used to work in iOS 17.

It's either using cell phone triangulation (there are microcells in all our subway stations) or SSIDs (there is wifi in all our stations). I agree, it's definitely not GPS.
