Any luck on this I am stuck in the exactly same issue. This is amazing how Apple makes things difficult and does not make an effort to improve the feedback on this issue with a clear troubleshooting step by step.

Hi, For future reference, I noticed I was trying to upload a build with development environment to AppStore. The error message is not that clear but this is the reason. Once I started uploading production environment everything works ok.
