I really dont know why this happens, but I had the same issue in December 2022. They released the new .monoline as PKInkingTool and 1 month after release it suddenly was gone. So my project was basically broken because they removed some features. I think they just removed it and the Apps that can use it now, they probably were lucky because they implemented it early.
