Your app should include features, content, and UI that elevate it beyond a repackaged website. If your app is not particularly useful, unique, or “app-like,” it doesn’t belong on the App Store. Apple's App Store Review Guidelines, Section 4.2 Minimum Functionality. In my opinion, if your app is simply a website (without many iOS-specific functionalities), then it would be unlikely for it to be approved by the App Store Review.
