WWDR certificate - xcode 9 key is not installed

We have an application in xcode 9.2 and since the new WWDR came out we are unable to sign our application! We get to create the certificate but it creates 2 certificates: IOS Distribution and IOS Enterprise Distribution (Not in Keychain and greyed out). The archive is created successfully but we are unable to publish the app.
In Apple Worldwide Developer Relations Intermediate Certificate Expiration support, it says that for version Xcode 11.4.0 and earlier may not be able to sign software and instead "build and archive your app using an earlier Xcode client and sign it for distribution using the latest release. Alternatively, you can utilize the codesign tool to sign your software using the command line".

Can you please help on the issue?

What help are you looking for? The text you quoted from Apple Worldwide Developer Relations Intermediate Certificate seems pretty clear:

You can also archive your build with your existing Xcode version and
sign it for distribution with Xcode 11.4.1 or later.

Did that not work? If so, what went wrong?

Hello,

As we saw the support page on WWDR got updated for the older versions of Xcode. We cannot install Xcode 11.4.1 or later in this specific machine since it cannot support it. But we used the command line to sign our app and it worked! So I guess this is the way to go!
