I am also trying to setup signing environment locally for MAC. Please let me known can I use ARM version of MAC to do that?

To expand a little on ssmith_c’s short-but-correct answers, your Apple silicon Mac is running either macOS 11 or macOS 12, and those operating systems are able to sign code for all of Apple’s platforms.
