What do you mean "login at startup"? Is this for the Mac App Store?

You can use a Login Item via the Service Management framework, as described here: https://developer.apple.com/library/archive/documentation/MacOSX/Conceptual/BPSystemStartup/Chapters/CreatingLoginItems.html

In the App Store, you do have to give the end user a way to control this behavior.
