Hello, i'm trying to get enroll to apple developer program but no response. I've tried to enroll several times but apple not charging me and no welcome email. always says enroll now again.

Hello i've recieved email that it was payment issue. I've made request and i'm pretty sure My card is ready to be charged. I've made several payments with that card in apple store. Please help on this case.
I am experiencing the same, I just wanted to ask, while making payments did you got any otp or used any 3Ds code while completing the payment? Just trying to figure out if payment made without otp was the reason for the application not being approved, since payment could not be authenticated perhaps!
