I found that in iOS 18.5, DeviceActivityCenter startMonitoring cannot start multiple monitors, even if their names and periods are different, and restarting the phone cannot solve it. My app uses DeviceActivityCenter, which makes the entire function unusable. (I have less than 20 monitors)
I hope to get an operation guide that can make this phenomenon disappear temporarily so that I can inform my users

Hello, we have an app live on the store which uses the same API and we found that there are just some devices which do not work with the DeviceActivityCenter.
Do you see any error message in the logs when that happens?
In such cases we explain the users that there is a bug in Apple’s system and offer a refund (that’s all you can do).
I would encourage you to file a feedback report (including a sysdiagnose and a minimal sample project to reproduce the issue) so the Engineers at Apple are aware of this issue and can address it.
