Enrollment as Individual / Sole Proprietor fails on the web with:

The Apple Developer app on both iPhone and Mac does not offer enrollment at all — it says enrollment is not available for this Apple Account and points me back to the website.
2FA is on, legal name matches my passport, region/address/phone are consistent, and I have retried across browsers and devices with extensions and VPN disabled.
Most reports I found use resultCode 202000; 202018 appears far less often. Support case submitted, no reply yet.
If anyone from Apple can look at this responseId, I would appreciate it. Happy to provide account details privately.
