Two years of “enrollment could not be completed.” No phone, email loops, no explanation. What do I do?

I’ve been trying to enroll in the Apple Developer Program as an individual for about two years now and I’ve hit a wall I can’t get past.

Every attempt ends with “Your enrollment in the Apple Developer Program could not be completed at this time.” I’ve tried from the web, from the Apple Developer app, and from my iPhone. No VPN, real credit card, legal name on my Apple Account matches my ID. I’m 21.

For context, this Apple Account was set up by my parents years ago when I was younger. It’s not a child account and it’s fully mine now, but it is an old account, and I don’t know if its age or history has anything to do with this.

I’ve opened multiple support cases. The latest reply, case says Developer Support can’t verify my identity with the Apple Developer app and can’t provide further assistance with my Apple Account for developer programs. It doesn’t say what failed or what I can change. Every email I send gets a version of that same reply.

Phone isn’t an option either. Both numbers I could find say the contact method changed and send me back to the web form, which only gives me email. The Call Me option never shows up on the contact page for me during US support hours.
