I Found the solution, Make Sure: * * * (FOR ALL COUNTRIES)*** Your First Name , and Last Name are spelled without Spaces !! You are Above 18+ * * * * ( THIS IS ONLY FOR EUROPEAN Apple ID ) Make Sure when you created your Apple ID Account , you Must Select your Gender either MALE OR FEMALE.( EUROPEAN APPLE ID ) Remember you have to pay $99/per year for the apple developer account .
