something is really wrong on this... We just trying to understand Apple, also policies but its not doing to same thing to us.

actually you are right, the problem is my lawyer and accountant friends from Turkey/Türkiye, which means doesn't know anything for USA laws, also the process is too slow in here. I will reach someone (a lawyer or so) from USA, and I will keep update this post. Just because of your reply... Thank you so much. We will find a good way with Apple, we don't get any notifications, any warning or we don't violate any policy...
