I'm experiencing the exact same issue. My app (Tunnt, version 1.2.1) keeps getting rejected for Guideline 2.1(b) — "In-App Purchase products have not been submitted for review." I have 6 consumable IAPs fully configured with screenshots, localizations, pricing, and review notes — all showing "Waiting for Review." But the "In-App Purchases and Subscriptions" section is completely missing from my version page, so I have no way to attach them to the build. I've resubmitted multiple times and keep getting the same rejection. Very frustrating. Did you find any solution?
