Same here.
I completed my enrollment online — they asked if I'm an individual, I paid the $99, and received an order acknowledgment by email. Then my account got stuck on this screen:
No request for additional information, nothing. After a week of no movement I emailed them, and a couple of days later they responded:
"After my review, I have found that the purchase was unable to process. To expedite the resolution of your payment issue, we suggest resubmitting your enrollment using the Apple Developer app."
They offered to cancel my current enrollment so I could re-enroll through the app. I agreed — and here's what happened:

Their next response was to check whether the name on my Apple ID matches my application — no real solution, just generic suggestions. Shortly after, they closed both of my support cases with:
"It looks like this issue is related to your Apple Account. To follow up or to provide additional information visit getsupport.apple.com."
I called Apple Support, but they had no idea what it was about and sent me back to Developer Support. I've tried re-enrolling through the web again — my card still isn't being charged and I'm just stuck.
At this point I feel like I'm going in circles with no one actually looking at my case. If anyone has been through this and found a way out, I'd love to hear it.
