the fix I mentioned above only worked temporarily, only way for me to get them to work as intended is to disable Apple Intelligence all together. I’m starting to think it’s a bug with the iPhone 16’s. I’m on the latest that dropped today iOS 18.1 (22B5075a) and notifications are still delayed 10-15 seconds.

UPDATE: If you have Apple Intelligence enabled change the region to a non US country, then change back to US. Solution I found for notifications.
