I have some indication that this issue may have been present under iOS 14 also, but more pronounced under iOS 15..

Being that this was posted 6 years ago and Apple, now for the first time will be allowing parallel deployment of iOS versions in the app store as of 9/20/2021 (iOS 14.8 and iOS 15.0), Is there any plans to enable this to include new users being able to download last compatible versions? I would like to deploy an upgrade for iOS 15 only but am afraid I will but out a large majority of new customers..
