SOLVED — and the fix is counter-intuitive. Read this before you try
another card.
After eight weeks, four support advisors and an engineering ticket,
this turned out to be a bug in the checkout form that silently drops
the CVV on the FIRST submission attempt.
THE FIX
Fill in the checkout completely, including the CVV, and submit.
You will get "Your payment authorisation failed on card
••••XXXX."
DO NOT reload the page. DO NOT change browser. DO NOT start a
new session. DO NOT switch cards.
Look at the form. Every field is still filled in — except the
CVV, which is now empty.
Re-enter ONLY the CVV. Change nothing else.
Submit again.
For me the payment went through instantly on that second submission,
after eight weeks of failures.
WHY THIS EXPLAINS WHAT EVERYONE HERE IS SEEING
The CVV is dropped on first submit, so Apple never sends a complete
authorization request. That accounts for the symptoms reported all
over this thread:
• Your bank has no record of any authorization attempt — correct,
because a valid request was never sent. There was nothing to
decline.
• The error still shows your card's last four digits — the card
number submits fine, only the CVV is lost.
• Every card fails the same way — the bug is in the form, not
your card.
• Every browser and device fails the same way.
• Support cannot give you a decline reason — because there was
no decline.
WHY NOBODY FOUND IT
The error tells you to "verify your information and try again",
which everyone reads as start over. So we all clear cookies, switch
browsers, try another card, begin a fresh session — and every fresh
session hits the first-submission bug again. The one thing that
works is the one thing the message discourages: stay on the failed
page and re-enter just the CVV.
CONTEXT
Organization enrollment, UAE, D-U-N-S verified. Same failure across
Safari, Chrome, Edge and Opera, on iPhone, Windows and Windows
Server, from multiple countries, with multiple cards. All of it
irrelevant — none of those were the variable.

properly.
Please try this before spending weeks like I did.
