Is there any solution to this? Having the same problem for some devices registered, while some others dont. Stuck and no clear reason returned from API. Please help

Hello, Is there any solution, or at least the reasons why this happens? I have some devices marked as 'ineligible for 7 (or 14) days' and some dont, and at least knowing why some are ineligible would be great. Please help
