I do think this is a permissions issue, if I try: xcrun devicectl list devices on the affected account I see no devices but if I try: sudo xcrun devicectl list devices I see all the devices I would expect

I'm not the first person to experience this, it is described here but unfortunately there doesn't seem to be a solution https://github.com/sickcodes/Docker-OSX/issues/750
