Have also tested with the chrome vpp app and reinstall of asset/application is required for application as well

Have retested on 18.5 (22F5042g) with out in house enterprise app and bug still occurs, to successfully apply an app configuration the application/asset needs to be installed twice for it correctly apply when loading application.
