Don't know if it's an issue to do with Xcode beta3. I was having the same missing icon errors for like 3 days now, and decided to install Xcode Beta 2 and test with a test project. Still having the same issue unfortunately. It's probably something apple changed on App Store Connect server side like 2-3 days ago that's causing the issue.
