I have exactly the same problem. On my case my app is not live (only in internal test on TestFlight), so it may be related. The Grace Period is enable since a week now, so it's not related to broadcasting or cache time. Any news ?

Same issue, but sometimes it work, it's appear that the sandbox environment is sometime not reliable... Apple, did you consider to work on it ?
