Same problem. My Solution: I put my iPhone in Airplane mode and disconnected it from Macbook. Then I connected my Apple Watch to the same Wifi as my Macbook and after a few seconds XCode did connnect to my Apple Watch and told me to activate Developer mode, which then appeard on my Apple Watch on the bottom of Privacy and security.
