Same issue here: org enrollment, Work Email step, the code never reaches my company-domain mailbox. The mailbox receives other mail fine, nothing is in Junk or Trash, the MX records are valid and RBL and SPF filtering are off. I stopped requesting codes to avoid the attempt limit. Apple Developer Support case: 102970963951. No response for 9 days, and my whole development process is blocked because I can't do code signing or use Xcode Cloud.
