Same problem. My bank also never received any payment request from Apple, so "contact your bank" is useless advice for both of us. Did yours get resolved in the end? If yes, what worked?

Same message and my web enrollment has been stuck since 30 August with the card never charged. Your enrollment status reset is the only mention of that I have found anywhere. Did it work in the end, or did the block come back? And how did you get support to do it?

Same problem here since 30 August. Order email every time, card never charged, no Enrollment ID or order number anywhere, and the Developer app says enrollment is not available for my Apple Account. One thing that might help others: I signed a different Apple Account into the app on the same iPhone and its Enroll button works fine. So that message is about the account, not the device or the country. Where are you all now, and did anything actually resolve it?
