i found out how it works. You firstly appear on the page where list of not your companies. then you see back button and disabled continue button. You have to go back and look for tiny text something like "if your organization is not found, request" in the bottom of page where you filled in the form (legal entity form). tiny link will let you go to page https://developer.apple.com/enroll/duns-lookup/#!/request and info will already be filled in from previous form.

still facing the issue, mac m1 OS Sonoma, nothing else instead of "Command PhaseScriptExecution failed with a nonzero exit code" i do not have in logs.
