Hello! I have this same issue. Were you able to solve it guys? I've been told to ask this to the financial department of apple, but I still don't receive an answer from them. According to them it's a 3 business days response, I'm in the 4th business days still waiting to see if they can somehow display the W8-BEN form on my panel. If they have another solution you might know about that would be awesome guys. I don't know if this is correct, but my bundler ids are not working on Sandbox and I checked everything out and it's still not working, maybe it's because I don't have this tax information or maybe it's because my bank information hasn't been approved yet.
