This turned out to be a problem that Apple had to resolve in the backend of the developer site.

Make sure you have the PCIDriverKit entitlement checked for the App Identifier in the Apple developer portal. You then may also need to create a provisioning profile for the DEXT too - which can also be done through the Developer portal.
