When an app is submitted to app store for review - is the first reviewer that reviews the app submissions the same person or is it many different people that are pitching in (whoever is on duty) picking up where the last reviewer left off?

This is embarrassing but I am just learning as we go here... See attached message from apple reviewer. What are they saying? There can only be "Apple Pay" as the payment option in the app?
