I heard for one person it is one reviewer that takes over an account, and then I heard it was a bunch of different reviewers that are reading what the previous reviewer is communicating. It's really sad that Apple is not transparent with so much of how the operate. I do respect that they have rules and are at a point in their Apple life that they no longer "need" apps. What a position to be in, eh?

Hi Claude31. I had it backward. I just went to reread the guidelines, "The forums are meant for code-level questions. For questions about program membership and other nontechnical developer topics, contact Apple Developer Support. For questions about nondevelopment topics, visit Apple Support Community." Apple Support Community is the appropriate forum. Thanks again!
