I have the same problem. I cannot update my app because I need to accept new developer program license agreement. But there is no banner in developer portal. I had no issues accepting last agreements since I am the account holder. Last agreement I have accepted is from 13 Dec 2021.

Thank you @Claude31 - calling the Apple Support helped. They "pushed" through the accept request, I think it got stuck somewhere and did not go all the way through even though it said that I have already accepted. Now, Appstore Connect is happy again.
