I'm also experiencing this problem. My App has just been approved and awaiting Developer Release. I normally perform UAT by sending promo codes to my clients QA team before I release the app publicly. But I'm getting this message when I try redeeming the generated promo code. Yeah, exactly the same thing. The issue resolved itself when I've released my app to pre-order.
