Still seeing this issue after restarting Xcode, and after restarting my Mac. (macOS Sequoia 15.6) What fixed it is downloading it from the command line: xcodebuild -downloadPlatform iOS -architectureVariant arm64 (After having first selected the Xcode beta as default in the command line tools.)
