Update: I filed this in Feedback Assistant as FB23407623. The issue is still reproducible: the ONE_TIME_SNAPSHOT request is not listed, but creation is blocked by 409 STATE_ERROR / "You already have such an entity". Historical backfill remains blocked while the ONGOING request continues to work for recent daily data.
