Thanks, sftool resetbtm fixed it for me :) It also cleaned out the two entries (one Apple, one Unknown Developer) I had on my system ever since I upgraded to Ventura (from a clean Monterey install).
The state is persisted to preserve user intent.
Not sure that is what I would expect for apps that I have deleted. I think I would not want entries (and the consent I may have given) to persist for apps I'm no longer using.
