I’m having the same problem after installing Developer Beta iOS 27.0 (24A5380h); I followed this method and yes both Public and Developer options appeared, but when I selected Public to install beta 4 - both options disappeared again and the ‘Checking for updates’ is looping indefinitely… the irony is, the developer update may have installed if I’d just continue/ but the problem appears to be with the updates channel in the settings, it’s completely locked me out from selecting any updates!!
