I'm experiencing the same issue since last night. Is there any progress? To narrow down the issue, I validated my previous archive, which had been successfully validated and uploaded. However, it fails with following error as well. "App Store Connect Operation Error" "Unable to process app at this time due to a general error" So, is it server maintenance, or something caused by the server side? Any hints would be appreciated!

I tried another app to validate, and it had been successfully validated. So, this is not a server side problem. Is there any log or info to look into the problem?

I found a tool "Transporter" provided by apple, which can validate and upload ipa files to the app store. I tried this tool instead of XCode. Then, my iPhone app, "Chichibu Unkai Watcher" - https://apps.apple.com/ph/app/chichibu-unkai-watcher/id1541135503 was successfully validated, uploaded and approved. As for macOS version, I could not create an ipa file. So, I uploaded without validation, but it was approved. So, I'm thinking this is a XCode bug at this moment.
