Experiencing the same issue. Enrolled on 10th Feb and no activation email, developer support is completely silent (apart from the automated acknowledgement emails). Also, it seems like no one from team @Apple is monitoring these forums.

@Namdrew which internal system you're referring to for sharing the verification ID? The only support I can see is "Contact via Email". I suppose there is no call option for my country.
