I am also facing the same issue and have connected to the Apple support team. However, instead of helping us, they told us they had passed the case to another team and said, "They can't do anything then this". So now, Our Account will expire in two days, and I don't know what options we have.
it's been two months since we have provided user count and related proof. They don't even tell us any deadline to resolve our issue.
This is insane. We never expected this kind of response from the Great "Apple Team."
