The developer agreements did change recently, so it’s possible that this error message is accurate, that is, your team’s Account Holder need to accept to the latest agreements. I checked with our account holder, and it turns out we just needed to sign the new Apple Developer Program License Agreement that was released a few days ago.

We are just about to start developing for NFC event tickets and have brought this up with our contact at Apple. Hopefully this can be escalated as we have a large number of confused customers and clients.
