Thanks for the suggestion. In our case, the subscriptions and subscription group were already approved with version 1.0. After setting 1.0 to Developer Rejected and uploading a new build, the In-App Purchases section no longer appears in the App Store version UI, and the New Version option is unavailable. This prevents associating any IAPs and points to an App Store Connect version state/tooling issue rather than an IAP configuration problem.
