This was terribly frustrating, but there is a simple solution! The Apple Developer site seems to not know anything about Apple App Store Subscriptions - but you probably have an App Store Subscription!
Go to Settings
Tap your Profile
Tap Subscriptions
Make sure Apple Developer Program is not expired. If it is, renew it there and it will WORK!
