I’m facing the exact same issue and unfortunately still have no solution. Apple Developer Support told me that my identity has already been verified under another Apple Account, but I have used the same Apple Account for years and cannot identify any other account linked to me. I went through the same checks: devices, emails, saved credentials, etc., and provided multiple possible email addresses to Support, but none matched. My case is 20000143970410. The case was eventually closed without a solution, with Apple still requiring me to provide the email address of the other account. At this point, I’m also wondering whether the verification could be linked to an old/deleted Apple Account, or whether there is another way for Apple to locate and release the verification association. If anyone has managed to resolve this, I’d really appreciate knowing how.

This sounds exactly like what happened to me, Developer Support said my identity was already verified on a different Apple Account I've never had. They said there's no manual override and closed my case. Following this thread closely, would really appreciate any update if you found a fix.

I'm in a very similar situation. Developer Support told me my identity was already verified on a DIFFERENT Apple Account, even though I've only ever had one Apple ID, used for years. They confirmed it wasn't linked to any of my devices, but said there was no manual path to fix it and closed my case. Did either of you ever find a resolution? I'm now trying general Apple Support (Apple ID/Account Security) separately, curious if anyone had luck going that route.
