UPDATE: I have an Apple Developer account! Daniel from Apple Support team fixed my issue!

UPDATE: It's been 3 days since I made this post. I received an email stating that my account is verified again. However, it only works through the web application, and I can't enroll through the iOS Apple Developer Application. The price is 1029 TL, so I paid to Apple and received an email confirming that my payment is under process. I will wait and share the result if I obtain the developer account.
