Make sure your signed into the appleid on the account that you have trouble enrolling with. Within 2 business days, a support representative will email you there, telling you what your options are.

Hey! Sorry this is happening. I would contact apple developer support, via your appleid email, that you use for the enrolling in the developer account and explain the issue to them! They usually reply within 2 business days. You can also put your app in the beta. Once you do this, nobody can access it, only the people who you invite can beta test it.

Did you purchase it on a business day, or on a non-business day? This can possibly effect it. Either way, I would call apple developer support to see what they can do for you.
