Hey! Sorry this is happening. I would contact apple developer support, via your appleid email, that you use for the enrolling in the developer account and explain the issue to them! They usually reply within 2 business days. They will most likely ask for your government-issued identification, or a type of identification if a government-issued ID is not applicable.

Head to the link above, and click on email. Make sure your signed into the appleid on the account that you have trouble enrolling with. Within 2 business days, a support representative will email you there, telling you what your options are.
